Instructions:

  1. Make the Caramel ๐Ÿฏ
    Heat 1 tbsp sugar + 1 tbsp oil in a pot until golden brown (don’t burn it!).

  2. Add Aromatics ๐ŸŒฐ
    Toss in garlic and shallots. Sautรฉ until fragrant.

  3. Add Fish ๐ŸŸ
    Gently lay the fish into the pot. Add fish sauce, soy sauce, pepper, and chili.

  4. Simmer ๐Ÿ”ฅ
    Pour in coconut water. Let it boil, then simmer on low for 30–45 minutes until thick and rich.

  5. Finish with Scallions ๐ŸŒฟ
    Add scallions in the last 5 minutes.

  6. Serve & Enjoy ๐Ÿš
